Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are released from various governments. Significant resources is expended on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's vital need on international aid – a reliance that European nations are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from thinking that the status quo will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but averting a total frontline collapse until conditions improve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require continued Western support.
